Can a medical practice withhold med history info on a person who owes them money from a different practice?

Question: if a person has an over due balence with medical practice (x), and is attempting to have new services rendered from a new practice (y)… is it legal for practice (X) to withhold medical history from the new practice untill the person/debtor pays outstanding balence?

i am not sure, but i believe that they can

in NY the state “owns” all medical records

and if the state wants the record to forward they get (for free, possibly)
