Can a medical practice withhold med history info on a person who owes them money from a different practice?

Question: if a person has an over due balence with medical practice (x), and is attempting to have new services rendered from a new practice (y)… is it legal for practice (X) to withhold medical history from the new practice untill the person/debtor pays outstanding balence?

Yes, you owe a debt and you need the records…
Oh, what a web you weave when you try to deceive.
Jumping bail on your debt and finding another doctor…What do you think?
